View pageWhat a fibre network operator actually is
South African fibre is sold through a two-layer system, and almost every point of confusion people have about pricing, coverage, faults and switching comes from not knowing which layer they are dealing with.
The fibre network operator, or FNO, owns the physical infrastructure. It digs the trenches, lays the ducts, strings the aerial cable, installs the box on your wall and sends a technician when the line breaks. Vumatel, Openserve, Frogfoot, Octotel and MetroFibre are FNOs. In most cases you never buy anything from them directly and you will never see their name on your bank statement.
The internet service provider, or ISP, buys wholesale capacity from those networks and sells you a retail package. It owns your account, your billing, your support experience and the route your traffic takes to the wider internet. Webafrica, Afrihost, MWeb, RSAweb, Vox and Cool Ideas are ISPs. This is who you pay.
The practical consequence is worth stating plainly: the network decides what you can buy, and the ISP decides what it is like to be a customer. If fibre does not reach your street, no ISP in the country can sell you a line. If the fibre outside your house is damaged, no ISP can fix it faster than the network operator's repair crews can get there. But if your support experience is poor, or your evening speeds are worse than a neighbour's on the identical line, that is squarely the ISP's doing.
Open access is why South Africa has so much choice
Most South African fibre networks are open access, meaning the operator is obliged to sell wholesale capacity to any licensed ISP on equivalent terms rather than reserving the line for its own retail brand. That is the reason a single Vumatel line running past your house can be sold to you by dozens of different ISPs at meaningfully different prices.
It is also why switching ISPs is usually painless. Because the physical line stays exactly where it is and only the wholesale relationship changes, moving from one ISP to another on the same network typically needs no new installation, no new hardware on the wall and no downtime beyond a short cutover. A small number of operators are closed access, meaning they build the network and sell the retail service themselves with no third-party ISPs on top. Herotel is the best-known South African example. The trade-off is real: you lose the ability to shop around for a better ISP, but you gain a single company accountable for the whole chain, which in smaller towns often means faster local support.
Why fibre coverage is decided street by street
Fibre coverage in South Africa is not organised by suburb, city or postcode in any way that maps neatly onto how people think about where they live. It is decided by build economics at the level of individual streets, and that is why one side of a road can have three networks while the other has none.
Operators build where the return justifies the cost. That calculation favours areas with high household density, high expected take-up, easy civil works and a municipality that grants wayleaves quickly. It disfavours large stands with long driveways, areas with difficult ground conditions, low expected sign-up rates, and municipalities where permits take months. None of those factors respect suburb boundaries.
Homes passed is not the same as homes connected
When an operator says it passes a number of homes, it means the infrastructure runs close enough that a property could be connected - not that anyone has. Nationally, fibre networks pass roughly 5.4 million South African homes, around 28% of households, while only about 17.4% of households actually have a fixed internet connection of any kind.
That gap is why the single most useful thing you can do is run an address-level check rather than relying on a coverage map or on what a neighbour told you. A map shows where an operator has built; only an address lookup tells you whether your specific property can be connected today. What to do when more than one network reaches you
In well-built suburbs it is increasingly common to have two or three networks available at the same address. That is genuinely good news, and it is worth a few minutes of thought rather than defaulting to whichever brand you recognise. Compare on four things, roughly in this order:
- Upload speed at the tier you can afford. This is the most under-considered specification in South African fibre and the one most likely to make a line feel slow. A 100/100 Mbps symmetric line will outperform a 200/20 line for almost any household that video calls.
- The price of the tier you will actually settle on, not the promotional entry rate. Promo windows expire; the standard rate is what you live with.
- The operator's fault-resolution record. Networks differ measurably here, and it only matters on the day something breaks - which is exactly when you cannot change it.
- Whether the tier ladder has room above you. If you might need more speed in a year, check the network has a step to move to without a re-install.
How South Africa's major networks differ
Every network below is open access and sells through multiple ISPs. What separates them is footprint, the shape of their speed ladder, and how generous they are with upload.
Openserve
Telkom's wholesale arm and the only network with genuine national reach across all nine provinces. It passes roughly 1.5 million homes with a connection rate above 50%, the best conversion in the industry, which tells you something about how well it serves the areas it builds in. Openserve has also been the most consistent performer in independent operator satisfaction surveys.
Its speed ladder is broad and includes symmetric options at 30/30, 50/50, 100/100 and 200/200 Mbps, which is more symmetric choice than most networks offer in the mid-range. If you are outside the major metros, Openserve is very often the only fibre available - and that is not a downgrade.
Vumatel
The largest FTTH network in the country by homes passed, at roughly 2 million. Vumatel operates several distinct product lines: Vuma Core is the standard residential range, Vuma Reach is a deliberately cheaper tier built for lower-income households, and Vuma Key is a prepaid product. Understanding which one covers your address matters, because they price and behave very differently.
Vumatel gives you the most rungs on the speed ladder of any South African network, which makes it a good choice if you expect your needs to change. The weakness is upload at the top: its gigabit tier delivers 250 Mbps up rather than matching the download. Our comparison of Vuma Core against Vuma Reach explains which line you are likely on.
Frogfoot
Vox-owned, with strong coverage in suburbs, estates and complexes that larger operators were slower to reach. Frogfoot is the network to look at if upload matters, because it offers a symmetric variant at almost every download speed - including true 1000/1000 Mbps symmetric gigabit, which very few South African networks sell to residential customers.
Frogfoot also runs Frogfoot Air, a lower-cost tier aimed at the same affordability segment as Vuma Reach. The main limitation of standard Frogfoot is that its entry tier starts higher than competitors, so there is no genuinely cheap Frogfoot line.
Octotel
Heavily concentrated in Cape Town and the surrounding Western Cape, passing roughly 372 000 homes. Octotel's speed tiers deliberately do not line up with anyone else's - 25/25, 55/25, 55/55, 100/100, 300/200, 500/200 and 1000/200 Mbps - and a couple of those are unusually well judged. The 55/55 tier gives a video-calling household enough symmetric bandwidth without paying for 100 Mbps, and 300/200 is strong value.
Octotel has also scored at or near the top of independent operator ratings. The weak point is the gigabit tier's 200 Mbps upload ceiling.
MetroFibre
Concentrated in Gauteng and the Western Cape with an ongoing push into new estates and developments, MetroFibre runs two product lines - Nexus and Nova - which cover different build types and price slightly differently. It passes roughly 510 000 homes.
MetroFibre is consistently among the cheapest symmetric fibre in South Africa. Nearly every tier from 30/30 upward gives matched upload, which at these prices is unusual and makes it excellent value where it is available.
The smaller operators are worth taking seriously
Zoom Fibre, Mitsol, Lightstruck, TT Connect, Evotel, Link Africa, Clear Access, DNATel, Thinkspeed, Comtel and others cover specific towns, estates and developments that the big five have not prioritised. Independent rating surveys have repeatedly found several smaller operators outscoring the largest names on service quality - being small is not the same as being worse, and in some cases the responsiveness is markedly better.

What the network layer means for your bill and your faults
Two situations make the FNO-versus-ISP distinction suddenly matter a great deal, and both catch people out.
When wholesale prices change, your bill follows
Networks periodically adjust their wholesale rate cards, and those increases flow through to retail pricing across every ISP selling on that network. In 2026 this happened repeatedly - Frogfoot in February, Openserve and Vumatel in April, Octotel in May. When it happens, switching ISP will not protect you, because every ISP on that network is absorbing the same increase.

When the line breaks, your ISP is a messenger
If the fibre itself is damaged - a contractor cutting a duct, cable theft, storm damage to an aerial run - the repair is the network operator's job. Your ISP logs the fault and relays updates, but it is not holding a splicing machine and it cannot move you up the queue.
This is why checking the fault indicator on the box on your wall is worth doing before you phone anyone: it tells you in seconds whether the problem is upstream on the network or inside your house, and those have completely different resolution paths. It is also worth knowing that a fibre line depends on mains power at your end. The fibre itself carries light, not electricity, so the strand outside is unaffected by load shedding - but the box on your wall and your router both need power.
